Housing prices are inching upward after a brief period of decline. Despite the fact that the fall and winter months usually experience a slower real estate market, the persistently low inventory is causing prices to rise. This is happening even in the face of higher interest rates and uncertainty due to the potential difficulty in obtaining flood insurance if Congress allows the National Flood Insurance Program to expire on September 30th.
